GOVERNING COUNCIL OF U.E.F. in Grenoble 7th and 8th of April 1994

1. REPORT PRESIDENT

2. NEW MEMBERS
    Some new associations want to join UEF:

  • Albania
  • Romania
  • Sweden

We had contacts with Portugal, Spain, Norway and another association of Italy (professors).

a. Albania:
They have to give us the status of the association. We will have a look of them and decide in the Congress in Gdansk.
Albanians ask UEF’s help for the management of their forest in the future. They have now no money to manage them and the reforestation is difficult because of the climate and the pasture.
Kees Mol will have contacts with EU to help Albanian association to join UEF („they’d like to join us but they have no money”).

b. Romania:
Silva is born in 1991 and the confederation „Consilva” in 1992. Consilva has 70000 members.
They have given us their status. Now we have to study them. But they have no money as a lot of Eastern countries. We will do the same
with Albania: ask EU about the possibility to get money for Eastern countries who want to join UEF (to support the membership because these new countries are in financial situation).
First they will be observers and after the Congress of Gdansk they will be real members (if we have found a solution for the financial problem).

c. Sweden:
Kees went to Sweden. 2 associations want to join UEF.
The status of this association was studied last year and we shall accept them.
They’d like to wait until December because they will have a general meeting of the 2 associations.
So they will be real members in 1995.
The vote is done: the number of voices is:
Against: 0
For: Finland (5), Swiss (1), Denmark (2), Hungary (5), Italy (3), Great-Britain (2), Germany (5), Poland (5), France (1), Netherlands (1):
30 voices.

d. Norway:
Kees is sure that they want to join us. The problem is that there have not only foresters in their association. The Finnish association will enquire into this in
June at a meeting.

3. REPORT SECRETARY:
Nothing more than in Middleburg. But there is always the same problem: few associations answer. If we want to work as well as possible, the associations must make an effort to answer and to answer quickly.

4. FINANCIAL SITUATION
John moved and he lost some papers from UEF.
See first the accounts of UEF: 1/4/86 to 31/10/92 and then 1/11/92 to 31/12/93.

The budget 1994 should be:

We have no heard from Austria. Kees will try to ask them why (the same for Belgium).

Italy:
1. They organized UEF Congress in 1992 and national Congress in 1993.
2. UEF paid nothing for the Congress in 1992, even for the presidency.
So, they don’t want to pay for 1992, 1993 and 1994 (the same as Poland).
Kees proposed they pay subscription and send the bill to UEF in equivalent… so they will be still member of UEF.

They have to pay: 755 £ for 1992 and 2 x 1800 ECU for 1993 and 1994 = 4200 ECU.
We hoped to have translations paid by EEC in Rome. But 1 month before the congress, there was no more money.
UEF contribution would be 4200 ECU.
 

Liechtenstein: No answer. But V.S.F. (Swiss) sent a note in April to inform
UEF that Liechtenstein is enclosed into their association.

Poland: They will pay only 475 ECU (10%) for 1993 and the same for 1994.
The difference will be use by SITLID to organize UEF Congress: 8550 ECU.

Germany: They have to pay 4750 ECU to UEF for 1993.

Austria: They have to pay 200 ECU to UEF for 1993.

So, the budget 1994 will be:

And Poland will put 8550 ECU to organize Polish UEF Congress.

5. CONGRESS IN POLAND​

The Congress will take place in Gdansk, Poland from the 22 to 26 of May 1995 (arrivals on 21.05.95, departures on 27.05.95).

The subjects will be:
1. European forestry policy at the turn of the centuries
2. Forestry near great human population centers
3. Forestry and nature conservation – tasks and scopes

One and three will be the principal subjects and the 2 could be study duringthe excursions.
There will be only 2 languages.
